It is called a "Swinging Scaffold", or "Suspended Scaffold".

its called a boatsun’s chair or a boatsain’s chair. But i dont think you can rent them.
Common name is a bosun’s chair. Originally used on ships to paint the masts.
Why rent one? All you need is a board for the seat and a good rope, preferably running through a block from the top of the building.
Called a swingstage, ropefall or Bosun Chair (Bosun is made for 1 man and he sits on it)
