SEO question: Article or website relevance?

When you create backlinks, does the article relevance matter of the overall website. Im placing backlinks on articles that are related but the website with the article can be completely different.
Yes, the relevance of the backlink will help in the ranking of the web page. Do note that the web page link back must be related.
When you get links to your site from other sites that are relevant or similar to your site, this is believed to be more valuable than links from irrelevant sites.
For instance, if your site is about shoes, then links from other shoe sites are generally more valuable than links from flower sites.
The exception is if you get a link from a site with very strong authority like The New York Times.
