How do search engines guard against rogue clicking for sponsored ads?

I’m considering using the sponsored ads (pay per click) for Yahoo!, MSN & Google. How do each of these search engines guard against rogue clicking (constant clicking by say a competitor to jack up your click cost)?
Am I allowed to click from my IP adress without charge?

I ask my self that same question over and over.
