Can my RSS feed hurt my blog's ranking in the search engines?

I am fairly new to running a blog and I have a few questions. 1. What is the purpose of an RSS feed? 2. Since my content is appearing on another website, can my blog receive a duplicate content penalty? 3. Are there any other drawbacks to submitting your RSS feed to several other websites or directories?
